CLEANING UP A REVOLUTION: THE MEXICAN DEPARTMENT OF PUBLIC SANITATION
As the violent and bloody Mexican Revolution comes to a close, there is only one institution which has the whole-hearted support of the fledgling democratic government and the war-torn population: The Department of Public Sanitation. Despite a fresh constitution, this august body of scientists, elites, and businessmen has been granted something not too democratic: the power of proclamation. Anything it declares within the world of public health, goes. No checks, no balances.
Only, with all of this expertise and support (and such freely-granted power), the members of this body seem to be conspiring amongst themselves --- would they not be able to lead Mexico towards a cleaner, healthier, brighter future, without the hassle of Congress, a President, or the Judiciary? Well, only if they can maintain the support, gather the power, and take the government for themselves.
