Premise

In the early months of 2028, much of the Marvel world is in disarray. The Sokovia Accords, the legal documents outlining the regulation of enhanced individuals, were completely repealed in the aftermath of the Battle of Earth. In the moment, the world saw too much value in the heroes and did not see a need to regulate their saviors. However, current global affairs have a different say. Almost 4 years since the Avengers defeated Thanos, many things have changed. Multiversal threats have become a reality and not just a threat. New teams of heroes have sprang up, and the peace that was enjoyed for a couple of years is gone. Not to mention, a couple of months ago, the President of the United States transformed into a gamma monster in front of the world. Public outcry has returned to being untrusting of the government, and nobody knows what the future holds. In response, the governments of the world have urged a return to regulation. This committee has been formed to debate the means by which that should happen.
